Rosetta Stone is both a waste of money and time. If you want to use a course I'd go for the free FSI courses available (http://fsi-language-courses.org/Content.php). Still, if you want to become fluent language courses won't work (classes are even worse, just look at the avarage high school class; not even near intermediate level after 4 years of instruction).

Immerse yourself in the language. If you're really hardcore you'd best get rid of most English language stuff in your life and replace it by Spanish. Music? In Spanish. Movies? In Spanish. Books? Spanish! No matter what other people say, that's the easiest and most relaxing way to learn any language. And as soon as you're pretty advanced you can start speaking with natives and take your skills to the next level (which is fluency).

I think the old fashioned way is best. Take a class. Learn the basics: pronouns, conjugation, tenses. Once you have the basics down, you can teach yourself although it is easier if you are around spanish speaking people and you are brave enough to speak to them. Just keep practicing and adding to your vocabulary. I took basic spanish classes in high school, then later learned to speak fluently by conversing with other people.

For me movies and everyday conversations that I know I'll have to use are the best things to study.
The movies get your ear trained to hear different accents from natives. The everyday conversations are great because you are learning exactly what you'll be using in real life, nothing more nothing less. This really helps you cut to the chase.
Here's a great website that has the most common topics that people talk about and some movies to hear accents:
You might want to check it out.

Start with vocabulary around your house. Add stickers to every object that you are interested in an say it when you see it.
That will give you vocabulary to get into spanish.
